Countywide policies apply to all County employees and elected officials. Individual departments, divisions, and sections are encouraged to develop their own internal policies and procedures. If any policy and procedure in this manual is found to be in conflict with a Salt Lake County ordinance or Utah state statute, the statute supersedes both the ordinance and the policy and procedure. An ordinance supersedes a policy and procedure.
